What Does Backflow Prevention Include?

A backflow prevention device (backwater valve) is installed on the main sewer line to prevent municipal sewer water from flowing back into your home during storm events or sewer blockages.

Backwater valve installation is a one-time project. The plumber excavates under the basement floor to expose the main drain, cuts in a back-water valve, backfills the excavation, and patches the floor. The valve opens during normal drainage and closes automatically if backward pressure is detected.

Annual inspection and testing is required under the Toronto Municipal Code for installed backwater valves. A licensed plumber tests the valve's operation and confirms it is clear of debris. Cost: $100–$200 per annual test.

Subsidy application assistance — we complete the City of Toronto Basement Flooding Protection Subsidy Program paperwork on your behalf. The subsidy covers up to $1,250 per property, often covering most or all of the installation cost for a basic valve.

Code requirements — under Ontario Building Code Section 8.4, a backwater valve is required for new construction and for renovations that add basement plumbing fixtures. Existing homes without basement plumbing additions are not mandated but are strongly encouraged, particularly in areas with a history of combined sewer backup (York, Downtown Toronto, East York).

How Much Does Backflow Prevention Cost in Toronto? (2026)

Backwater valve installation costs are largely offset by the City of Toronto subsidy for properties within city limits.

Service Cost Range (CAD)
Backwater valve installation (standard) $450–$900
Backwater valve installation (deep drain) $800–$1,400
Annual testing and inspection $100–$200
City of Toronto subsidy (maximum) −$1,250
Net cost after subsidy (typical) $0–$150

The subsidy applies to Toronto city limits properties only. York Region (Richmond Hill, Markham, Vaughan, Newmarket), Peel Region (Mississauga, Brampton), Durham Region (Ajax, Pickering, Whitby, Oshawa), and Halton Region (Burlington, Oakville, Milton) have their own separate flood-mitigation programs — call us to confirm what is available in your municipality.

Signs You Need Backflow Protection

Install a backwater valve if:

  • You have ever experienced sewer backup into your basement floor drain, toilet, or laundry tub
  • Your home is in a known combined sewer area (York, Downtown Toronto, East York)
  • Your home is in a TRCA-designated flood zone
  • You are planning a basement renovation with new bathroom fixtures
  • Your home was built before 1995 without a backwater valve
  • Neighbours have experienced sewer backups during major storms

How Our Backflow Prevention Process Works

Step 1 — Site assessment. We locate the main sewer exit under the basement floor using camera inspection and mark the installation point.

Step 2 — Permit application. A plumbing permit is required for backwater valve installation. We apply to the City of Toronto or relevant regional authority on your behalf.

Step 3 — Excavation and installation. Typically 4–6 hours of work. We core or saw-cut the basement floor, expose the drain, install the valve, backfill, and patch the concrete.

Step 4 — Subsidy paperwork. We prepare and assist with City of Toronto subsidy application for eligible properties.

Step 5 — Annual testing registration. We register your installation for annual testing reminders — required under Toronto Municipal Code.
